Director General Military Operations (DGMO) level talk place over hotline on 22 Feb. Both sides agreed to address each other’s concerns and cease fire across LC and all other sectors of J&K with effect from midnight 24/25 Feb.
How is it done, and what does it mean?
Hotline is a decades old mechanism of a telephone conversation between DGsMOs of the two countries through which they routinely talk on issues disturbing peace on the Line of Control. The last famous use was in 2016 after the surgical strike, when Indian DGMO conveyed to his Pakistan counterpart that Indian Army had carried out the raids on terrorist camps in POK, and that it was in response to the terror attack in Uri.
DGsMO have used existing and established mechanism and have reiterated observance of understanding/ agreements that gets violated and and leads to increased violence & heightened security situation on the LoC. What is significant is that this time both sides have agreed to make it known through a joint statement. This assumes added importance in view of the fact that the diplomatic relations between the two countries are at a low level.
The cease fire has been in place since 2003. However, it has been violated several times by Pakistan, mostly to support infiltration. It has obviously been responded to strongly by the Indian side. This has led to casualties on both sides. Off late, notably after 5th august 2019 announcement regarding Article 370, Pakistan had stepped up firing across the LoC, including targeting of civilians living close to the LC. Consequent violence also affects the population residing close to the LC on either side. If infilt stops, violence will be reduced and population can go about their livelihood in a normal manner.
This does not mean that there will be any lowering of vigil and alertness. Cessation of firing does not mean that fight against terrorism will stop. The army will monitor the situation and commanders on the grnd will continue to have the freedom to respond to infringements in an appropriate manner. Counter Infiltration grid on the LoC, will remain strong. The Indian Army will continue to undertake counter terrorist and counter infilt ops.
Cessation of firing is in the interest of building trust, for giving peace a chance and for the benefit of the people of both countries in general, and the population residing close to the LoC in particular.
India has made its stand clear that there will be talks till Pakistan ends support to terrorism across LoC in the Valley. Pakistan is also battling on many fronts. Their army is committed on its Western front, it is bearing the brunt of terrorism too. Its economy is in a perilous state. The Gulf countries are not as forthcoming for Pakistan, as they used to. The US is also forcing Pakistan to dismantle support to terrorism. And there is a resurgent questioning of Pakistan’s Army and it’s establishment by its population, which comes naturally in this era of information tools available to the citizenry. Is it therefore, a beginning of understanding the futility of supporting terrorism as a state policy? Earlier this month Pakistan Army Chief General Qamar Bajwa had also spoken of “extending hand of peace in all directions”. Addressing a graduation ceremony at the Pakistan Air Force Academy, he had said that Pakistan always believed in peaceful settlement of all issues, including the core issue of the Jammu and Kashmir.
Time alone will tell if this is a turning point. While there will be many naysayers, but peace should be given a chance. It will be tricky, but it has to be tried. Both sides have to handle the LoC dynamics astutely. And when things get bumpy, as they will, we must fall back on the last paragraph of the joint statement. The last paragraph of the joint statement states that “Both sides reiterated that existing mechanisms of hotline contact and border flag meetings will be utilised to resolve any unforeseen situation or misunderstanding.”
Rebuilding trust will be a challenge. Both sides may have to absorb minor irritants initially, before situation calms down. But any steps taken that save lives, reduce violence and usher in peace are welcome. No one wants a war. The world does not need a war. It needs to fight a pandemic together.

The Director Generals of Military Operations of India and Pakistan held discussions over the established mechanism of hotline contact. The two sides reviewed the situation along the Line of Control and all other sectors in a free, frank and cordial atmosphere.
In the interest of achieving mutually beneficial and sustainable peace along the borders, the two DGsMO agreed
to address each other’s core issues and concerns which have propensity to disturb peace and lead to violence.
Both sides agreed for strict observance of all agreements, understandings and cease firing along the Line of Control and all other sectors with effect from midnight 24/25 Feb 2021.
Both sides reiterated that existing mechanisms of hotline contact and border flag meetings will be utilised to resolve any unforeseen situation or misunderstanding.

22 फ़रवरी को हॉटलाइन पर भारत और पाकिस्तान के बीच डायरेक्टर जनरल मिलिट्री ऑपरेशन के स्तर पर वार्ता हुई है. दोनों ही पक्षों ने एक दूसरे की चिंताओं का समाधान करने और लाइन ऑफ़ कंट्रोल पर जम्मू-कश्मीर के सभी सेक्टरों में 24/25 फरवरी मध्यरात्रि से संघर्ष विराम लागू करने पर सहमति जाहिर की है।
ये कैसे होता है और इसके क्या मायने हैं?
हॉटलाइन दोनों देशों के डीजीएमओ के टेलिफोन लाइन पर बात करने की दशकों पुरानी व्यवस्था है। इसके जरिए वे लाइन ऑफ कंट्रोल पर शांति व्यवस्था से जुड़े मुद्दों पर नियमित तौर पर बात करते हैं।
इससे पहले साल 2016 में सर्जिकल स्ट्राइक के बाद डीजीएमओ के बीच हुई बातचीत चर्चा में आई थी। तब भारत के डीजीएमओ ने पाकिस्तानी डीजीएमओ को पाकिस्तान के सीमा क्षेत्र में आतंकवादी ठिकानों पर भारतीय सेना के ऑपरेशन के बारे में जानकारी दी थी और बताया था कि ये कार्रवाई उरी में हुए आतंकवादी हमले के जवाब में की गई है।
डीजीएमओ ने पहले से स्थापित और मौजूद तंत्र का प्रयोग किया है और उन्हीं समझौतों और समझ को दोहराया है जिनका उल्लंघन होने पर नियंत्रण रेखा पर हिंसा बढ़ जाती है और सुरक्षा स्थिति गंभीर हो जाती है।
इस बार महत्वपूर्ण ये है कि दोनों ही पक्षों ने इस बारे में साझा बयान जारी कर जानकारी सार्वजनिक की है। इससे इसका महत्व और भी बढ़ जाता है, खासकर तब जब दोनों देशों के बीच राजनयिक संबंध बहुत खराब स्तर पर हों।
दोनों देशों के बीच साल 2003 से ही संघर्ष विराम लागू है। हालांकि, पाकिस्तान ने कई बार इसका उल्लंघन किया है, अधिकतर बार घुसपैठ का समर्थन करने के लिए। भारत ने हर बार इसका कड़ा जवाब दिया है। इसकी वजह से दोनों ही तरफ जानें गई हैं।
05 अगस्त को अनुच्छेद 370 को निष्प्रभावी करके जम्मू-कश्मीर का विशेष संवैधानिक दर्जा समाप्त किए जाने के बाद से पाकिस्तान की तरफ से नियंत्रण रेखा पर गोलाबारी बढ़ी है। सीमा पर रहने वाले नागरिकों को खासतौर पर निशाना बनाया गया है।
हिंसा की वजह से नियंत्रण रेखा के दोनों तरफ रहने वाले आम लोग प्रभावित होते हैं। यदि पाकिस्तान की तरफ से घुसपैठ रुकेगी तो हिंसा भी कम होगी और आम नागरिकों की जिंदगी आसान है।
इसका मतलब ये नहीं है कि सतर्कता या तैनाती में कोई कमी आएगी। गोलाबारी रुकने का मतलब ये नहीं है कि आतंकवाद के खिलाफ लड़ाई रुक जाएगी।
सेना परिस्थितियों पर नजर बनाए रखेंगी और ग्राउंड पर मौजूद कमांडरों को घुसपैठियों के खिलाफ परिस्थितियों के हिसाब से सही निर्णय लेने की आजादी होगी। नियंत्रण रेखा पर घुसपैठ रोकने के लिए बनाया गया ग्रिड मजबूत बना रहेगा। भारतीय सेना आतंकवात और घुसपैठ के खिलाफ अपने अभियान जारी रखेगी।
दोनों देशों के बीच गोलीबारी का रुकना विश्वास बहाल करने, शांति की स्थापना को मौका देने और दोनों देशों के आम लोगों, खासतौर पर नियंत्रण रेखा के पास रह रहे लोगों के फायदे के हित में हैं।
भारत अपना पक्ष स्पष्ट कर चुका है। पाकिस्तान से तब तक बात नहीं होगी जब तक वो घाटी में आतंकवादियों का समर्थन करना बंद नहीं करेगा। पाकिस्तान इस समय कई मोर्चों पर लड़ रहा है। उसकी सेना पश्चिमी सीमा पर घिरी है। पाकिस्तान भी आतंकवाद का दंश झेल रहा है। उसकी अर्थव्यवस्था बेहद खराब स्थिति में है। खाड़ी देश अब उस तत्परता से पाकिस्तान के साथ नहीं खड़े होते जैसे पहले होते थे। अमेरिका भी पाकिस्तान पर आतंकवाद का समर्थन न करने का दबाव बना रहा है। और पाकिस्तान के आम लोग अब देश की सत्ता व्यवस्था और सेना पर सवाल उठाने लगे हैं। नागरिकों के पास अब सूचना हासिल करने के पहले से अधिक जरिए भी हैं।
ऐसे में क्या ये पाकिस्तान के लिए एक राष्ट्र के तौर पर आतंकवाद का समर्थन करने की नीति की निर्रथकता को समझने की शुरुआत है? इसी महीने पाकिस्तान के सेना प्रमुख जनरल कमर बाजवा ने कहा था कि उनका देश सभी दिशाओं में शांति के लिए हाथ बढ़ाएगा.
पाकिस्तानी एयरफोर्स के स्नातक समारोह को संबोधित करते हुए उन्होंने कहा कि पाकिस्तान हमेशा से सभी मुद्दों के शांतिपूर्ण समाधान में विश्वास करता रहा है, इनमें जम्मू-कश्मीर का अहम मुद्दा भी शामिल है।
अब ये तो समय ही बता पाएगा कि क्या ये एक महत्वपूर्ण मोड़ है। इस पर सवाल उठाने वाले बहुत लोग हैं लेकिन शांति को एक मौका दिया ही जाना चाहिए। ये रास्ता जटिल होगा, लेकिन इसे भी आजमाना चाहिए। दोनों ही पक्षों को नियंत्रण रेखा के हालात को बारीकी से संभालना होगा। और जब रास्ता उबड़-खाबड़ हो जाए, जो होना ही है, तब हमें साझा बयान के अंतिम पैरा पर लौटना होगा।
इस साझा बयान के अंतिम पैराग्राफ में कहा गया है कि ‘दोनों ही पक्षों ने दोहराया है कि किसी भी अप्रत्याशित स्थिति या गलतफहमी को हल करने के लिए हॉटलाइन संपर्क और बॉर्डर फ्लैग मीटिंग के मौजूदा व्यवस्था का उपयोग किया जाएगा। ‘
विश्वास बहाल करना चुनौतीपूर्ण होगा। स्थिति के शांत होने से पहले, शुरुआत में दोनों ही पक्षों को छोटी-छोटी बातों और मामूली परेशानियों को नजरअंदाज करना पड़ सकता है।
लेकिन जान बचाने, हिंसा को कम करने और शांति स्थापित करने की दिशा में उठाए जा रहे हर कदम का स्वागत किया जाना चाहिए। कोई भी युद्ध नहीं चाहता है। दुनिया को युद्ध की जरूरत नहीं है। अभी जरूरत एक साथ मिलकर महामारी से लड़ने की है।
